Application fees are not refundable. They are intended to cover the costs necessary to review the application. 

The Village's Historic Preservation Commission (HPC) reviews new buildings, alterations to existing buildings, and building demolitions in the historic district and issues a certificate of appropriateness to document approvals.

Interior remodeling is excluded from review. Normal maintenance and repair, which does not involve a change in materials or design, is excluded as well.

Review is needed for new buildings/additions, work that modifies or alters the outward appearance of existing buildings, or when fences, pergolas, and other similar structures are added to a property.

For some types of development reviews, the Village charges the applicant for the time spent by the Village engineer, attorney, planner, or other professional in reviewing their application. In that way, taxpayers aren't paying for the cost of development activities. Invoices are mailed periodically to the applicant as the Village incurs such costs.
